Joyce “Jay” Arthur Padgett, Jr., P.E., F.ASCE

Joyce “Jay” Arthur Padgett, Jr., P.E., F.ASCE, a native of the Washington, DC, area passed away in September 2018. Jay was President of Geo-Services, in Forestville, MD. He was ASCE-NCS Past-President in 1986, serving prior and after this on numerous committees and boards at the local, regional, and national levels. For 30 years Jay was a driving force behind the NCS Trust providing scholarships to civil engineering students. 

Jay became a Life Member of ASCE in 2011 and was a long-time supporter of the ASCE Foundation.  He included the ASCE Foundation in his estate, leaving a substantial gift making him a member of the Foundation’s Founder Society – a group of dedicated donors and passionate philanthropists.
